This is not really uncommon, the thors are usually in numbers from 2 to 50 with carpet anemones, at the right local sites, the anemone for them is good protection.
There is a large pair of Peiclimenes brevicarppalis anemone shrimp in the carpet as well.

Look closely there are 25 to 45 or so of these guys.
